The following is for a WinXP service pack 3 system:
HyperTerminal was malfunctioning due to an unsuccessful previous operation. (Installing and removing of a non Microsoft HyperTerminal program)
Following the recommended procedures the malfunctioning persists, i.e. 1. No Help menu in the reinstalled Microsoft HyperTerminal. 2. Clicking on a .ht file creates the message 'Could not read session file.'
I hope that it will be possible to find a fix to these issues.

You have the Windows installation files somewhere?
On a CD or on the HDD? If not, re-installing Windows components will fail.
If the .ht files were created with a different version of HT, they may <i>possibly</i> be incompatible as well (although I don't recall seeing this between the Windows and PE versions before).
You may have other problems with Windows in general. Try running the command
sfc /scannow. You may also want to use a decent malware scanner like MBAM.
If you cannot get it to work under any circumstances, use a different terminal program or do a repair install of Windows.

Windows installation files
The 'sfc/scannow' did not work for me since it reported I 'have inserted the wrong CD. (i.e., a different Windows product than the version installed). My system is WinXP SP-3
On the other hand I have the well working 'Windows installation files' on another WinXp computer. Copying them to the malfunctioning system fixed the lack of help menu files.
